Governor Kasich’s first budget enacted several significant reforms related to nursing facilities. It completed the transition from a cost-based Medicaid payment system to a price based system, linked more of what nursing facilities get paid to quality outcomes, and launched a new integrated care delivery system for Medicare-Medicaid beneficiaries, called MyCare. After so much change, subsequent budgets have allowed for a period of stabilization, making only modest adjustments in how nursing homes are paid.
