Streamline Health and Human Services

Ohio health and human services (HHS) policy, spending, and administration are split across multiple state and local government jurisdictions. Five state agencies administer Medicaid programs and at least 14 administer other health and human services. Each of these state systems has a local counterpart, most in 88 counties, some regionally, and in smaller units for public health (125 districts) and primary and secondary education (613 districts). This structure is complex and consistently produces programs that function isolated within one system rather than working across systems to coordinate all of the services a person might need. Governor Kasich has challenged state and local leaders to find new and better ways to optimize public resources across jurisdictions, right-size state and local service capacity to be more efficient, and reduce costs for Ohio's taxpayers.
